This default is used when the market is unclear or no market-specific note is entered.

1. Contractor Pursuit Rules & Geography

Smart defaults: Non-blocking warning flags below start turned on so GovBidAgent surfaces useful risk warnings immediately, with no setup required. No-bid triggers and the subcontracting-must-be-allowed rule start off, since those actively steer the bid/no-bid recommendation -- turn those on only if you want GovBidAgent to actively push bids matching them toward no-bid. Uncheck anything you don't want; your choice is saved from then on. The same applies to the four flag thresholds below (deadline, locations, contract term, response time) -- reasonable starting numbers (7 days / 5 locations / 3 years / 24 hours) are applied automatically until you enter your own. Minimum contract value and max insurance limit are different: since going over either can produce a Red no-bid trigger, nothing is checked there until you enter a number yourself and save -- the numbers shown are examples only.

How do I use GovBidAgent for the first time?

Use the simple path: upload the bid package, run Bid Analysis, review missing items and risks, move the card through the Operations Board, then use Proposal Builder when you are ready to prepare the submission.

How do I upload bid documents, folders, or ZIP files?

Open Upload Bid Package and drag files, folders, or ZIP packages into the upload area. You can also use Choose files or Choose folder. ZIP packages are unpacked and supported files are processed; unsupported, corrupt, password-protected, or empty ZIP files are clearly flagged.

Best practice: upload the solicitation, addenda, pricing sheet, forms, insurance requirements, scope of work, attachments, and any portal export you have.

What does Bid Analysis review?

Bid Analysis reviews the current bid documents and summarizes the scope of work, required forms, submission instructions, licenses, insurance, bonds, deadlines, addenda, missing items, disqualification risks, and bid/no-bid considerations.

Users must still verify final requirements, pricing, signatures, addenda, portal submission steps, and official forms before submitting.

It does not use the SAM.gov API in this version, and it does not bypass locked portals, logins, CAPTCHA, paywalls, restricted procurement systems, or paid platform databases. GovDash, GovCon sites, competitor pages, and other platforms are used only when information is publicly visible or legally uploaded by the user.

Source-grounded answers should separate confirmed bid-document facts from public-source leads, assumptions/estimates, and items not found. When a source is locked or unavailable, GovBidAgent will ask the user to upload the missing prior bid tab, award notice, old solicitation, pricing sheet, portal export, or ZIP package.

How do Active, Archived, and Discard work?

Active is the working queue. Archived keeps records saved but out of the active workflow. Discard is a recoverable holding area before permanent deletion. A discarded card can be recovered, permanently deleted one at a time, or removed with Empty Discard.

The board can hold many records while showing a clean visible range with Load more.

What is Proposal Builder for?

Proposal Builder turns the analyzed bid into a guided preparation workflow: review requirements, complete missing information, confirm required forms, confirm vendor quotes, confirm deadlines and addenda, draft proposal language, and prepare the submission package.

It helps prepare the package, but the user must still verify official agency forms, signatures, notarization, pricing, insurance, bonds, and portal submission.

How does the Document Vault work?

The Document Vault stores uploaded bid documents, addenda, pricing sheets, forms, and other files by opportunity. You can search folders and documents, upload additional files, view/download saved files, and keep documents connected to their bid record.

How do I use the Partner Directory?

Use Partner Directory to save subcontractors, vendors, quote contacts, and service providers. You can attach saved partners to a bid, track quote status, track decision status, prepare quote requests, and keep notes specific to that opportunity.

How do Team & Access roles work?

Team & Access lets the workspace owner invite users and manage roles. The page also shows Recent Team Activity with a compact view by default and a View full activity drawer for more detail.

Only invite people who should have access to the company workspace and bid records.

How are billing, invoices, payment methods, and cancellation handled?

Billing is securely managed through Stripe. Refunds, credits, failed payments, cancellations, and plan limits follow the GovBidAgent Payment Terms.

What should I do if something does not work?

First refresh the deployed version with Ctrl + Shift + R. If upload, ZIP processing, Bid details, or a page action still does not work, note the page, the button clicked, and what happened, then contact support.

Locked portals and login-only sites cannot be accessed automatically. Upload the locked document, bid tab, award notice, pricing sheet, or portal export so GovBidAgent can analyze it.
