Source-grounded answers should separate confirmed bid-document facts from public-source leads, assumptions/estimates, and items not found. When a source is locked or unavailable, GovBidAgent will ask the user to upload the missing prior bid tab, award notice, old solicitation, pricing sheet, portal export, or ZIP package.
